Authority Governance
Public Authorities in New York State are regulated by various elements of state law. The Water and Sewer Authority is a creation of the New York State legislature, and operates under bylaws developed by the Board of Directors.

Legislation
The Seneca County Water-Sewer Authority was created with the enactment of Article 5, Title 6-E of the Laws of the State of New York. A full copy of the legislation may be found here.
By-Laws
Authority By-Laws are adopted by the Board of Directors, and govern the operations of the agency. A full copy of the By-Laws may be found here.

The Authority is governed by a nine-member Board of Directors; appointed by the Seneca County Board of Supervisors. The Directors appoint an Executive Director. See our organizational chart here.
